The Dimensional Maximum Scroll is obtained through doing the Story. This item will allow you to unlock a single Maximum Technique for any of your applicable techniques.

After defeating the Volcano Curse for the second time (level 360+ quest), you will obtain the Dimensional Maximum Scroll. If you do not obtain the scroll after this quest, speak to the Retry NPC.

This item cannot be traded.
